Most generous person in China

million), Rupert Hoogewerf will use 108 million yuan (US$13.5 million) on his
board, and Forbes only recognises 10 million yuan (US$1.25
million).
Furthermore, of the China Philanthropy Times ranking includes
all social donators, no matter if they are business people, officials or
artists. The Hurun list covers individual entrepreneurs and their companies'
corporate charity expenditures will be factored in with the individual
donations. Forbes concentrates on only private
entrepreneurs.
Transparency
So far, absence of a comprehensive and
transparent information collection and disclosure system is the key reason why
there is no an authoritative and persuasive charity ranking in the
mainland, according to Zheng Yuanchang, director with the social relief office
of Ministry of Social Affairs.
"Establishment of such a system will not
only encourage more people to involve in social charity but also enhance the
reputation of China's philanthropy organizations," says Zheng. Zheng
acknowledges that the three charity lists, to some extent, create a favourable
social environment for the development of China's philanthropy sector. "But the
various results may lead to confusion, which is likely to arouse social doubt on
China's charity segment," says Zheng.
Sources from the Ministry of Civil
Affairs reveal that the ministry plans to co-operate with several other
governmental departments to set up a national social donation information
centre, aiming at guarantee transparency of benevolence and charity
allocation.
