The Standing Committee of the National People's Congress is the permanent arm of the NPC.
The People's Congress system exists to exercise state power on behalf of the people. Its role in the life of the people of China may be outlined as follows.
The Chinese People's Political Consultative Conference (CPPCC) was jointly founded by the Communist Party of China (CPC), non-Communist political parties, the democrats with no party affiliations, people's organizations and public figures prior to the People's Republic of China.
The CPPCC has the National Committee and various local committees under its jurisdiction.
The charter of CPPCC stipulates that the Chinese People's Political Consultative Conference is a united front organization with wide ranging representation. It is an important organ of multi-party cooperation and political consultation under the leadership of the CPC.
Democratic supervision covers areas such as the implementation of the Constitution, laws and state regulations; the implementation of major policies formulated by the CPC Central Committee and state organs; the implementation of national economic and social development plans and fiscal budgets; the conduct of duty, legal adherence, and integrity of state organs and their staff; the execution of decisions and implementation of regulations instituted by the CPPCC on behalf of its units and individuals.
The primary functions of the CPPCC include conducting political consultation and democratic supervision, and organizing member parties, organizations and people from various ethnic groups to discuss and manage state affairs.
Have the right to vote and to stand for election, and put forward criticisms and offer suggestions concerning the work of CPPCC.
