'Building new countryside based on three principles'

There should be three principles in building up a "new socialist countryside" we should not destroy old villages, but develop on the basis of the original villages; governments should provide most of the funds, but private capital should also be mobilized; and there must be participation from farmers, who know better than anyone what they need most.
