Abstract: Strengthening the coordinated innovation of national defense science and technology is the key to promote the development of civil-military integration (CMI). As a typical example of CMI coordinated innovation, the United States has adopted the combined “top-down” and “bottom-up” approaches to determine the national defense science and technology plans and projects to ensure that national strategies and practical needs are effectively met. The U.S. selects the undertakers of scientific and technological projects from the whole society and manages the projects through dynamic adjustments and goal-oriented approaches. This helps to improve the allocation of scientific and technological resources and their performance. The application of science and technology achievements are promoted in all links of innovation, thus the American national defense science and technology results have been widely applied in various military and civil sectors. In the process of promoting coordinated innovation of national defense science and technology, China should make full use of the scientific research force of the whole society to advance the level of national defense science and technology innovation. Besides, the mechanism of dynamic adjustments should be established to improve the efficiency of national defense science and technology innovation. Based on the military and civil demands, technology application should be included into the innovation of national defense science and technology programs, the overall process of which needs to be managed to ensure the balanced supply and demand of scientific and technological achievements. In addition, the service system of transforming national defense scientific and technological achievements should be built to promote the applications of scientific and technological achievements for both the military civil sectors.
