Innovate Veteran Benefit and Placement Work in Line with the Principle of Co-construction with Shared Management and Common Benefits(No.25, 2018)

Abstract: The innovation of veteran benefit and placement work is related to the modernization of national governance system and governance capacity and should be attached with adequate importance. In recent years, the government has made greater efforts in benefit work for veterans. Some local governments have brought into play the positive role of Party organizations, mobilized social resources to build “soldiers’ homes”, called on veterans at regular intervals to find out and meet their needs through APP, founded self-governing organizations such as the “veterans service committee”, established public welfare fund to support veterans’ affairs, set up a platform to provide employment and business startups opportunities for demobilized soldiers to participate in social construction, and explored the establishment of relevant long-term mechanisms in various aspects. These practices have provided important inspirations for social governance innovation in the field of veteran benefit and placement. The veteran benefit and placement work in the new era should be promoted and improved in the course of development and be bolstered by material support and spiritual incentives. Our goal is to realize co-construction with shared management and common benefits while taking into account both social security and social governance. We need to draw on the experience gained by some local governments and put into effect the plan on establishing organizations for enhancing the management of and service capacity for demobilized soldiers’ affairs.
