Abstract: Under the background of building ecological civilization and promoting green development in China, the development of county-level economy needs to focus on the coordinated development between resources, environment and economy. Qujiang district in Quzhou city of Zhejiang province is a typical ecological conservation area. The ecological protection areas within the redlines of the district accounts for 90.08% of the ecological bottom line areas at the city level, and the ecological conservation areas account for 35% of the district area. Consequently, the district plays an important role for the protection of ecological conservation of Zhejiang province. The problem facing Qujiang district is how to balance the two basic demands of ecological protection and economic development so as to maintain sustainable economic growth with the minimum resource consumption. Qujiang district has increased shared interests by developing regional public brands. By cultivating worry-free agricultural products, it has ensured that every bite of food people eat is safe. It has carried out comprehensive land management to activate idle capital. It has created holistic tourist modes, implemented the notion that lucid waters and lush mountains are invaluable assets and gained some experience for green development of county-level economy. Its experience makes good reference for the development of county-level economy in other ecological conservation areas and ecologically fragile areas in China.
