Abstract: Based on traditional national system and mutual learning with peers in the world, the industrial technology of computer numerical control (CNC) machine tools has witnessed a rapid development in China. However, the high-end CNC machine tools lack competitive edges in international market. China’s high-end CNC machines tools remain to be improved in terms of their reliability and accuracy retention, and it is hard for the tools to meet the demand of the high-end market. High-end functional parts and high-end CNC systems basically depend on imports, causing many constraints for further development. Besides, the heavy use of import machine tools in the manufacturing industry is pregnant with hidden risks to the safety of industrial data. The mismatch between the traditional national system and the market is an important reason why the CNC machine tools sector is still facing some hurdles and safety risks. In the course of market economic development, we need to form a new national system to address issues relating to the core technologies of CNC machine tools, and pool the efforts of different departments and sectors to make proper allocation of resources through the market. After the completion of “Special Project of CNC Machine Tools”, it is necessary to roll out new national plans. It is advisable for the government to invest certain public resources to energize social resources, and organize and guide enterprises, universities and colleges, and scientific research institutions to participate in the drive for making technological breakthroughs and turning out high-end CNC machines tools applicable to the market.
