The annual session of the People's Congress deliberated and approved Pingdingshan government's 12th Five-year Plan draft (2011-2015) and the city's Government Work Report. The delegates also approved the report on implementation of the city's economic development and social progress in 2010, the financial budget for 2011 and spending of the 2010 financial budget, and the work reports of the city's Intermediate People's Court and People's Procuratorate.

This year's People's Congress session was hailed as a great success, Xue Xinsheng, director of the People's Congress, said during his speech at the closing ceremony of the session.

"The third session of the 9th People's Congress in Pingdingshan, under the leadership of the board of the chairman and the city's CPC Committee and through the efforts of all the delegates present here, completing the agenda, is a great success," Xue said.

During his speech, he urged the delegates to seize opportunities and shoulder historical responsibilities in 2011 so as to fulfill the plan in the next five years, which he called a “critical period”.

He said industrialization should be considered a leading force, as should urbanization and modernization of the agricultural industry. The three should be integrated to stimulate overall development, he said.

Opportunities and challenges will coexist during the next five years and will prove "critical" to deepen the reform and opening-up and to speed up the shift of economic development patterns, he said. He urged the officials to take innovative measures to push for the completion of all the goals established in the 12th Five-Year Plan.

At the city's People's Political Consultative Conference, the political advisory body, Pei Jianzhong, chairman of the standing committee, delivered his work report, describing the achievements the advisory body had made during the past year.

Pei said that during the past year the advisory body received 504 proposals. Scholars, professionals and committee members conducted research on a series of topics, including urban construction, economic development and cultural progress.

“More than 20 inspections and investigations have been conducted on welfare-related issues such as expensive healthcare, difficult living conditions of the disadvantaged groups and infrastructure construction,” Pei said. Public opinions were sought to serve social and economic development, and to build a harmonious society.

In 2011, he said, the priority is to restructure the pattern of economic development. He called for more efforts in research, innovation and efficiency and to pay more attention to improving people's livelihoods.

Zhang Liusong, vice chairman of the political advisory body, said the group received 504 proposals, and considered 500 of them. Most of the proposals, reflecting the people's hopes and demands, are related to and targeted at people's livelihoods, he said.

The annual sessions of the provincial or the city's People's Congress, the legislative body, and the People's Political Consultative Conference at provincial levels, the advisory body, are usually held before the sessions in March of the National People's Congress (NPC) and Chinese People's Political Consultative Conference (CPPCC).
