To speed up the talent training of outsourced services, enhance the personnel quality of outsourced work within China and promote the employment of college graduates, the Ministry of Education, in conjunction with the Ministry of Commerce, issued a report titled "Opinions on Strengthening the Outsourcing Talents Training to Promote Employment of College Graduates."

The report proposes to cultivate and train 1.2 million talents specifically for outsourced tasks within five years and create a million jobs for college graduates. To achieve this, the Ministry of Commerce and Ministry of Education has jointly set up outsourcing service training centers in 20 demonstration cities in China, aiming to build a training platform for new talents.

Since April 26, 2009, representatives of 20 outsourcing model cities signed the "Agreement on Building the Training Center for China’s Outsourcing Service" with the Ministry of Commerce and the Ministry of Education in Hefei city. Recently, Huaqiao Economic Development Zone was approved as the 21st model city to be a training center, which will carry out training in Huaqiao International Service Business Park.

Therefore, Huaqiao Economic Development Zone established a clear training objective: by 2014, the  zone aims to cultivate another 50,000 outsourced service personnel in five years, reaching a total of up to eight million people, and attract 50,000 graduates. The training center will be responsible for coordinating with universities and social institutions to develop cultivation, training and internship programs for the graduates. In order to support the training center, national, provincial and municipal governments will adopt a series of supporting policies for the specialized training of personnel of the outsourcing industry.
