The Fengcheng municipal science and technology bureau won project approval from the 2011 Torch Program. The program is a plan that helps develop new and innovative technology. The scientific project proposed is called "Technological Innovation Strategic Union for Liaoning Automobile Engine Supercharger Industry". Approval was given by the Ministry of Science and Technology of the People’s Republic of China.

The Liaoning provincial science and technology bureau also provided support for the union project. It is the first time that a scientific project of Fengcheng has won both national and provincial support.

The National Torch Program will focus on the research and development of supercharger technologies, product development and the building of an experimental platform.
