The Shanxi Luan Energy Development and Environmental Protection Co was founded in 2001, on the northern rim of the Shangdang basin, in the southeast part of Shanxi province, to work on part of the Qinshui Coal Field, on a 1,334-square-kilometer area with around 9.82 billion tons of coal reserves.

It is located at No 2 North St, in the High-tech Industrial Development Zone of the city of Changzhi and has more than 2.3 billion yuan in registered capital and deals mainly with lean coal, meager lean coal, and meager coal. The company's business is raw coal development, coal washing, coke smelting, clean coal technology, coal bed methane exploitation, and coal mine utilization.

It has four production mines -- Wuyang, Zhangcun, Wangzhuang, and Changcun —all of them with special high yields and high efficiency, and a production capacity of 18.6 million ton. Its coal is mainly used in electric power generation, coking, and the steel and iron industries. In 2011, it produced 34.23 billion tons of coal, and had 22.43 billion yuan in revenues and profits of 4.35 billion yuan.
