01 Promoting supply-side structural reform,

accelerating industrial transformation and upgrades

Shanxi will help the coal industry get out of difficulties, and at the same time develop clean energy for low-carbon and safe development.?

02 Giving full play to factors that drive

economic development in a smooth and healthy way

Shanxi will achieve stable economic development by accelerating investment in key areas and projects, expanding consumption, and boosting the transformation and upgrade of foreign trade.?

03 Doing practical and efficient work on

poverty eradication

Shanxi will focus on farmers, rural areas and agriculture, especially to boost modern agriculture. It will continue to implement reforms in rural areas and help all villages in the province shake off poverty.

04 Promoting new-type of?urbanization

Shanxi will continue to enhance its quality and level of urbanization, improve systems to make residents' living conditions better in both urban and rural areas, and deal with the high inventory of real estate across the province.

05 Strengthening cultural sector

Shanxi plans to build a modern public cultural service system for the cultural industry's development and prosperity.

06 Putting efforts to people's livelihood and

social undertakings

Shanxi will spare no efforts in the following areas of social development: health care, social insurance, education, innovative social governance, employment, aid to Xinjiang Uygur autonomous region construction, resident's income, women, children, old-age and welfare undertakings, religious affairs, and foreign affairs.

07 Implementing ecological progress

Shanxi will emphasize ecological progress in such fields as low-carbon cycles, environmental governance, and ecological safety.

08 Paying close attention to safe production

Shanxi will prioritize safe production with the help of law, strict governance, and the system of assessment and accountability.

09 Deepening reform

Shanxi will drive the sustainable development of the province with innovation and further opening.

10 Strengthening government construction

Shanxi will promote the construction of Party conduct and combat corruption. It will accelerate change of government functions, perform administrative power in accordance with law, and put work goals into practice.
