A forum on issues of building a scientific and modern law enforcement system was held in Northeast China's Liaoning province on the morning of Aug 18.

"The core purpose in addressing difficulties in law enforcement is not to clear up a backlog of cases, but in two or three years' time to improve the system and solve the issue in the long run," said Jiang Bixin, vice-president of the Supreme People's Court (SPC), at the forum.

"To achieve the goal, the fundamental step is to built a good system of law enforcement," said Jiang.

He emphasized that law enforcement has not been effectively implemented over the past few years, which reflects the flaws in the existing system.

We need to build and improve a more effective governance system with a modernized capacity, according to Jiang.

Specifically, the new system should reflect the basic interests and will of the vast majority, expressing modern democracy and public participation.

It also needs to be scientific, systemic, coordinated, flexible and open to changes. It should reflect a sense of justice in conformity with the rule of law, Jiang noted.

A high-quality system should be implemented effectively, said Jiang, adding that it must be supervised so that the people administering it can be held accountable.

The forum focused on two themes -- ending uncertain enforcement and the allocation of enforcement resources.

Over 100 participants, including scholars and researchers and law enforcement officials from courts of various levels across the country, attended the forum.
