Strengthen policy support

(I) Fiscal policy

1. Intensify investments to support the development of Yunnan as a gateway.

2. Study credit incremental incentive policy for small and medium-sized enterprises, enhance support to agriculture-related credit increment rewards, and encourage local governments to establish policies that correspond to subsidies and rewards. Enhance loan interest subsidies to poverty-stricken areas in the province.

3. Encourage local governments to experiment with subsidizing competitive and characteristic agricultural insurance premiums.

(II) Financial policy

1. Encourage banking and financial institutions to supply credit to support major infrastructure projects that meet national policies.

2. Encourage and guide foreign banks to set up agencies and engage in businesses in Yunnan.

3. Support eligible large and medium-sized competitive enterprises to float their shares and issue bonds on the international capital market.

4. Support eligible domestic and overseas insurance companies to set up regional headquarters, backup service centers and training bases in Kunming.

(III) Investment and industrial policy

1. Abolish support funds to those under the county level (including county level) and concentrated poverty-stricken cities, regarding the public benefit construction projects arranged by the central government.

2. Support Yunnan to utilize China-ASEAN Investment Cooperation Fund and China-ASEAN special credit fund to construct related projects.

3. Implement differentiated industrial policies. Extend preferential policies to clean energy-carrying industries that integrate mining industry and hydropower development, with advanced technologies in border areas.

(IV) Land policy

1. Give preference to land that is planned for development purposes in Yunnan. Reform and improve the system by granting land use rights for construction purposes, simplify procedures, and guarantee land for key construction projects.

2. Support exploration reform of land for forestation in areas inundated by major energy and water conservancy infrastructure projects, such as hydropower stations and reservoirs, and ecological restoration projects.

3. Support the establishment of farmland protection and compensation mechanisms, mobilize the initiatives of grassroots governments and farmers to protect farmlands, encourage rational and ordered development and utilization of land resources through the market-based farmland occupation-compensation balance mode.

(V) Price an ecological compensation policy

1. Experiment with fee-in tariff reforms in Yunnan that will allow direct transactions between power plants and power users.

2. Implement ecological compensation in international key wetlands, as represented by the nine plateau lakes such as Dianchi lake.

(VI) Talent policy

1. Gradually elevate wages of staff workers of government organizations and institutions in Yunnan. Carry out dynamic regulation mechanisms for allowances in arduous and remote areas according to national regulations. Treasury will extend proper subsidies according to rules.

2. Support central government organizations, key colleges and universities, scientific research institutes, and large-scale enterprises to assign talents to facilitate Yunnan’s development. Intensify talent and intellectual support to Yunnan province when implementing the talent support plan for poor remote regions, border ethnic minority areas, and old revolutionary base areas.

(VII) System and mechanism reform

1. Enhance administrative management system reforms, promote foreign-related economic system reform, deepen foreign trade management system reform, and improve overseas investment, foreign investment, and port management systems. Deepen the reform of resources-based product prices.

2. Optimize ownership structure, and continue deepening reform of state-owned enterprise property systems.

3. Vigorously promote development of private economies and small and medium-sized enterprises, and actively guide non-governmental capital to participate in gateway construction. Encourage antecedent experiments to formulate a system and mechanism benefiting gateway construction.
