深改元年 (shengai yuannian): The first year of deepening reform

2014 was the first year of deepening reform. By the end of the year, the central government had issued a report on the work of deepening reform in an all-around way, which has been viewed as a summary of the first year's deepening of reform.

The overall goal of deepening reform is to complete and develop socialism with Chinese characteristics and promote the modernization of the national governance system and governing capacity. To achieve those goals the Party's central committee advanced a comprehensive blueprint for deepening reform introduced in 2013, which involves 336 significant reform measures in a number of fields.

The central leadership guarantees the right direction of reform; a clear and detailed roadmap steadily propels reform; a deepening strategic layout puts reform under the rule of law; and the interlocked process ensures the implementation of reform measures. Great changes and breakthroughs have been made in the past year in economic, political, ecological, cultural and social affairs. Last year was a good beginning of deepening reform, and it has laid a solid foundation for reforms in 2015.
