[改革:喊破嗓子不如甩開膀子]
I've often said reform pays the biggest dividend for China because there is still room for improvement in our socialist market economy. There is great space to further unleash productivity through reform, and there is great potential to make sure the benefits of reform reach the entire population. Talking the talk is not as good as walking the walk. We need to pursue market-oriented reforms.
我之所以說改革是最大的紅利，是因為我國社會主義市場經濟還在完善過程中，靠改革進一步解放生產力還有巨大的潛力，讓改革的紅利惠及全體人民還有巨大的空間。改革貴在行動，喊破嗓子不如甩開膀子。我們要堅持市場化的改革方向。
[環境食品:鐵腕執法、鐵面問責]
?We should not pursue economic growth at the expense of the environment. Such growth won't satisfy the people. We are going to upgrade China's economic development model to ensure that people can enjoy clean air, safe drinking water and food. Measures include creating a new model of development, pursuing scientific strategies, raising environmental thresholds and phasing out backwards production tools. The government should solve these problems mercilessly and with an iron fist.
我們不能以犧牲環境來換取人民并不滿意的增長。要打造中國經濟的升級版，就包括在發展中要讓人民呼吸潔凈的空氣，飲用安全的水，食用放心食品。我們需要進一步創新發展理念，推動科學發展、包括提高環保的門檻、淘汰落后產能等。政府應當鐵腕執法、鐵面問責。
[簡政放權:斷腕決心]
The core plan will transform government functions and redefine and rationalize relations between the government, the market and society. Departments of the State Council still hold approval rights for more than 1,700 items. The government of this term has made up its mind to cut more than one-third of its approval items and use the market to replace the improper roles of government. This is a self-imposed revolution and it will be painful, like cutting the wrist. But it is necessary to develop and deliver results for the people.
這次改革方案核心是轉變政府職能，厘清和理順政府與市場、與社會之間的關系。現在國務院各部門行政審批事項還有1700多項，本屆政府下決心要再削減三分之一以上。把錯裝在政府身上的手換成市場的手。這是自我革命，會很痛，甚至有割腕的感覺，但這是發展的需要，是人民的愿望。
[為政清廉:擔任公職就要斷掉發財的念想]
?Corruption is incompatible to the reputation of the government, like fire to water. Only by being upright himself, can he then ask others to be upright. Pursuing government office and making money have been "two separate lanes" since ancient times. If one takes public office, he or she should cut off any expectation to get rich. We must be willing to accept supervision from society and media.
腐敗和我們政府的信譽應該說水火不容。己正，才能正人。自古有所謂"為官發財，應當兩道"。既然擔任了公職，為公眾服務，就要斷掉發財的念想。我們愿意接受全社會、接受媒體的監督。
If the people are to live a good life, their government must maintain a tight budget. During my tenure, the government will not use public coffers to construct new offices, halls or guest houses for government use. The number of government employees, spending on official hospitality, overseas trips for official purposes and purchases of official vehicles will be reduced. The central government will set an example and governments at all levels must follow suit.
要讓人民過上好日子，政府就要過緊日子。本屆政府內，一是政府性的樓堂館所一律不得新建；二是財政供養的人員只減不增；三是公費接待、公費出國、公費購車只減不增。這三條中央政府要帶頭做起，一級做給一級看。
[新型城鎮化:核心是人]
What we stress is a new type of urbanization that puts the people at the heart. It needs the support of job creation and services. This new type of urbanization is not focused on building sprawling cities. It seeks coordinated development of large, medium-sized and small cities, and requires authorities in eastern, central and western regions to advance urbanization in light of their own conditions. We need to prevent urban malaise and avoid situations where high-rises coexist with shanty towns.
我們強調的新型城鎮化，是以人為核心的城鎮化，要有就業支撐，有服務保障。而且城鎮化也不能靠攤大餅，還是要大、中、小城市協調發展，東、中、西部地區因地制宜地推進。還要注意防止城市病，不能一邊是高樓林立，一邊是棚戶連片。
[勞教改革：有望年內出臺]
About the plan for the reeducation through labor reform, the relevant departments are working intensively to formulate a plan, and it may be laid out before the end of this year.
關于中國勞教制度的改革方案，有關部門正在抓緊研究制定，年內有望出臺。
[兩岸同胞:花好總有月圓時]
Bones may be broken but not the sinews, because we are fellow compatriots. Between us there is no knot that cannot be untied. I think as long as we maintain the "One China" principle and bond compatriots between the two sides, there will be great space and potential for advancing cross-Straits relations. Taiwan compatriots can seize and make better use of the opportunities presented by the mainland. We should maintain and develop our common homeland to fill it with flowers. With flowers in bloom, a time will come when the moon can be full again.
所謂打斷骨頭還連著筋，同胞之間、手足之情，沒有解不開的結。只要堅持一個中國，維護同胞之情，兩岸關系發展的空間和潛力巨大。臺灣和臺胞在發展當中，可以更多地利用我們大陸發展的機遇。大陸和臺灣是我們共同的家園，一道把它維護好、建設好，使其花團錦簇，我想花好總有月圓時。
