14. "Two fundamental shifts" put forward in 1995

From September 25 to 28, 1995, the Fifth Plenary Session of 14th CPC Central Committee was held.

The plenary session passed the Suggestion of CPC Central Committee on Making the Ninth Five-Year Plan of National Economic and Social Development and Long-Term Goal by 2010."

The Suggestion pointed out two fundamental shifts in the global sense as the keys of the Ninth Five-Year Plan and the long-term goal by 2010: one is the shift of economic system from the traditional planned economy to socialist market economic system; the other is the transformation of the economic growth mode from extensive to intensive.

The two fundamental shifts mark that China's economic construction will move towards the direction of deepening reform and improving quality.
