"Science and technology are primary productive forces" in 1988

During his meeting with Czech President Husak on September 5, 1988, Deng Xiaoping put forward the famous theory: "Science and technology are primary productive forces."

March 13, 1985, the CPC Central Committee announced the Decision on the Reform of Science and Technology Systems.

The decision pointed out that modern science and technology are the most active and decisive factor of the productive forces in the new society. The whole party must attach great importance to and give full play to the great role of science and technology.

At the same time, it also defined the main task of current reform of science and technology system.

As an important part as well as the first task of the reform of economic system, the promulgation of these policies have greatly promoted the integration of China's economy and science and technology as well as the progress by leaps and bounds in various fields.
