From March 5 to 15, 1999, the Second Session of the Ninth National People's Congress was held in Beijing.

The meeting approved the amendment of the Constitution of the People's Republic of China and made clear that non-public economy is an important part of China's socialist market economy, which, as a result, vigorously promoted the development of social productive forces.
