On October 11, 2005, the party's Fifth Plenary Session of the 16th Central Committee passed the Opinion on the 11th Five-Year Plan of National Economic and Social Development and defined the goals for China's economic and social development and action plan for the next 5 years and major historic tasks for the construction of new socialist countryside.

This gave a clear direction to the "three rural" issues for the time being and in the near future.
