21. Strategy of revitalization of old Northeast industrial bases proposed in 2003

On September 10, 2003, the State Council executive meeting studied the implementation of revitalization strategy of old Northeast industrial bases and confirmed the guideline, principles, task and policy measures of the revitalization of Northeast China.

In September 2003, the meeting of the Political Bureau of the CPC Central Committee pointed out that the policy supporting the revitalization of the old Northeast industrial bases was a major strategic task proposed by the 16th CPC National Congress based on the overall focus of constructing a well-off society.

It is necessary to further emancipate the mind, deepen reform, widen the opening to the outside world, promote institutional innovation and mechanism innovation, promote strategic adjustment of economic structure, and accelerate the technological upgrading of enterprises so as to carve out ways to reform and revitalization of old industrial bases.
